Ultra-Orthodox Jewish Ethics: Gaming the System | The Occidental ...

At TOO we have had several articles on the culture of corruption that pervades many traditional Jewish communities. Edmund Connelly?s ?The Culture of Deceit? presents examples going back to the 18th century, citing Wilhelm von Dohm, a Prussian official that Jewish communities were engaged in ?the breaking of the laws of the state restricting trade, the import and export of prohibited wares, the forgery of money and precious metals.?

In short, von Dohm describes traditional Jewish communities as far more resembling a mafia-like group engaged in organized crime than what we think of as a religion. Alexander Solzhenitsyn describes how Jews invented elaborate ways to get around laws on selling liquor and to avoid the military draft; they also sold shoddy goods to the Russian military with all that that implies? (see ?The Mesira Mentality: Laws are Made to be Broken?).

Connelly describes

the arrest of 44 people, including several rabbis, in a money laundering and influence peddling scheme involving? payoffs to public officials in New Jersey. Rather than marginal figures, the rabbis involved were highly respected pillars of the Syrian Jewish community ? a traditionalist Jewish group that remains largely separate even from other Jewish groups. What?s fascinating is that Rabbi Israel Dwek,? a founder of the New Jersey synagogue at the center of the scandal, renounced his own son, Solomon Dwek, because the son had cooperated with the FBI after being indicted on bank fraud charges. The father?s actions were entirely within the Talmudic Law of Moser ? the prohibition of a Jew informing on another Jew.

Rabbi Dwek was also involved in a tax fraud scheme?in which Jews would receive a kickback of 90% of their charitable contributions. Again, this behavior is not from an isolated bad apple, but occurs at the highest level of these communities.

A recent Forward article by Jay Michaelson (?The Creeping Jewish Fundamentalism in our Midst?) compares the ultra-Orthodox to an organized crime syndicate:

In recent months, the Forward has depicted the coercion and ignorance prevalent in American ultra-Orthodox communities: in brilliant essays by Judy Brown and Shulem Deen, in expos?s of Hasidic money laundering, and longer ago in its award-winning coverage of the Agriprocessors meat processing plant. And of course, ?fervently Orthodox? leaders have defended, justified, covered up and explained away sexual predators in a way that would make a Vatican official blush.What has emerged from all this is a picture of a subculture that looks more like ?The Sopranos? than like ?Fiddler on the Roof? ? a world in which a small elite maintains power at the expense of thousands of serfs.

The Agriprocessors scandal refers to events in Postville, Iowa?at ?a Kosher meat processing plant. The Hasidic Jews working for Agriprocessors had no interest conforming to community norms ? even seemingly trivial ones such as taking care of their lawns, shoveling their sidewalks, or raking their leaves. They had no concern about the community as a whole; they treated their neighbors like strangers. Anthony Hilton makes a similar point in an?article on the Hasids in Montreal. There is

a long history of acrimony between the Hassids and their mostly French Quebecois neighbors over complaints that the Hassids generally try to ignore municipal regulations they find inconvenient ??building codes, parking regulations, etc. Their massive intercity buses stop illegally on residential streets, their diesel engines waking people at odd hours of the night. And they have a reputation for getting away with a lot thanks to municipal officials allegedly wanting to avoid confrontation.

The Kosher processing plant in Iowa also had no concern for the law. A Forward reporter ?turned up hard evidence of appalling abuse: substandard wages, inadequate safety measures, horrific accidents, routine short-changing of pay, bribe-taking by shift supervisors and more.? There were also violations of child labor laws and Sholom Rabashkin, the CEO, was convicted of financial fraud and is serving a 27-year prison term. Four other plant officials were convicted on immigration and document fraud charges, and three faced child labor charges. Two managers indicted on document charges fled to Israel. The fact that Israel is a safe haven for many Jews indicted for crime elsewhere may be seen as another example where the laws and customs of other groups are not seen as binding on Jews. But, according to the article, Jewish fundamentalists both in Israel and in the U.S. are out to ?game the system?:

What we?ve also learned is that this entire apparatus of fear, manipulation and power mongering has been supported by you and by me.

We?ve learned, for example, that flagship institutions of ultra-Orthodox life are basically on the dole. Seventy-six percent of students at one of the most prominent yeshivas in the country, in Lakewood, New Jersey, are receiving Pell grants. Indeed, the top three institutional recipients of these grants are ultra-Orthodox yeshivas.

The Chabad-affiliated Michigan Jewish Institute scored $25 million in federal aid meant to go to low-income students, despite an appalling academic record and due largely to chicanery involving an online application mill.

And of course, Haredim in Israel put their American brothers to shame, diverting millions of shekels to schools that don?t provide a basic Western education, rabbinates filled with cronyism and a welfare system that keeps an entire sector of the population dependent on government subsidies.

In other words, the entire edifice of ultra-Orthodox power rests on gaming the system.

Thus even the wider Israeli society is seen as an outgroup to be exploited without any ethical constraints. Another example: Despite taking a very large chunk of social service spending, there is a chronic dispute over Haredim serving in the Israeli military. This mentality extends beyond the ultra-Orthodox. When a ceiling collapsed at a crowded wedding in Israel due to shoddy construction in 2001, Prime Minister Ariel Sharon condemned the Diaspora mentality of avoiding laws:? ?It?s shocking to hear boastful and haughty words like: ?Laws are meant to be circumvented.? How many times have we heard people who?ve returned from trips abroad, who make fun of the citizens of the countries they visited, because they act like nerds: They stand in line, they make sure to pay.? Despite the high-flown sentiments one can easily find in standard discussions of Jewish ethics (but see here), there is something basic going on here?the fundamental ethical difference between ingroups and outgroups that has always been central to Jewish behavior if not official Jewish philosophy. Again, it?s not as though this phenomenon is typical of a few bad apples?it pervades the entire community.? These communities are the ultimate free riders.

But what does it say about Judaism in general? Michaelson:

I think, deep in the hearts of non-Orthodox Jews there lingers the belief that the Haredim are the real Jews, or the safeguards of our future, or perhaps the sweet, cuddly Tevyes of our imagined Yiddish roots.

Michaelson of course disputes that the Hasids are the real Jews. But it?s worth remembering that the great majority of Eastern European Jews who immigrated to American are the descendants of the Hasidic, Yiddish-speaking culture that dominated in Eastern Europe (see here, p. 20). The Hasids have been the wellspring of the Jewish population for a very long time.

Those who managed to get away from what Michaelson calls a ?hierarchy of power and abuse? may not be as extreme, but it?s not surprising that we can see a lot of the same tendencies in muted, less obvious form ?in the mainstream Jewish ?community. Indeed, although freed from the traditional hierarchical social structure, mainstream American Jews still exemplify the ingroup-outgroup psychology of traditional Jewish groups. Here we have emphasized ethnic networking?and other sequelae of ethnocentrism?(e.g., loyalty to their ethnostate,?moral particularism and other cognitive biasing mechanisms (all on display in Anthony Julius?s history of Anti-Semitism in England; see Andrew Joyce?s review), and?hostility toward the historical culture of the West?the theme of Jews as a hostile elite).

IMLCA Recommends Changes to Combat NCAA Championship Attendance Downturn

The 2013 NCAA Final Four in Philadelphia brought 79,179?to Lincoln Financial Field ? the sixth straight decline in attendance and the lowest total since 2002, the last time the event wasn?t held in an NFL venue. The downward trend has sparked decision-makers to evaluate many aspects of the Final Four.

Those decision-makers include the IMLCA, which shortly after formed a committee to evaluate the downturn in attendance. That committee has produced a "White Paper" regarding the DI championship. The statement, found on the IMLCA web site, is in its entirety below. It was submitted to the NCAA Men's Lacrosse Committee on Aug. 3 :

The Intercollegiate Men?s Lacrosse Coaches Association formed a committee to evaluate the downturn in attendance of the NCAA Division I Men's Lacrosse Championship. The committee was comprised of college administrators, a coach from each division, former NCAA committee members, a corporate leader and an IMLCA corporate partner.

The committee compiled information regarding attendance history, ticket prices and television ratings. In addition, although the committee was aware that financial guarantees by hosts to the NCAA have significantly increased during the past seven years, it was not privileged to the actual figures.

From its inception as an NCAA championship until 2003 the Division I championship was hosted at a predetermined site on a college campus. Throughout the years the NCAA has responded to the needs of lacrosse fans and created a model event involving three championships, eight teams and thousands of spectators from around the United States and the world.

Although the championship enjoyed a number of very successful years hosted on college campuses, the growth of the event and the added strain on athletic department staffs resulted in only two schools, Maryland and Rutgers, having any interest in hosting it from 1993 to 2002. It was evident that campus administrators had little interest in hosting an event on a holiday weekend after their staffs had supported their own universities? teams every weekend for the past nine months.

When the NCAA Men's Lacrosse committee decided in 2003 to move the event to an NFL venue it did so with the thought that the assets associated with professional sports venues would attract larger crowds, and they did.

Of importance to understand is that the NCAA and the men' lacrosse committee always recognized that the championships were much more than a game and that the event was family and kid centric. The NCAA permitted re-entry between games, which was not a common practice for other NCAA events, and even permitted lacrosse sticks to be carried into the stadium so that kids playing pick-up games or participating in the fan festival did not have to return to their vehicles to store their sticks.

The NCAA celebrates a number of its championships with a fan-festival concept that was born from the practice fields at the University of Maryland. Years ago kids used to play pick-up games in the parking lot; unfortunately not every one of them could catch every pass; thus some miss-fired balls dinged cars. By placing some lacrosse goals on a practice field, the advent of formal fan activity area was born.

Today, the NCAA and the lacrosse community must adjust again and embrace the post-recession challenges faced by many lacrosse fans. Family finances are tighter than they have been in decades, while technology options are greater than ever. Mixing the two has had a negative impact on the crowds attending the championships. We have to work together to rebuild relationships with fans and to encourage them to attend the championships again.

The growth of lacrosse at the youth and high school levels is both a threat and opportunity. The threat is that there are so many entrepreneurs now entering our sport and creating competing events both on Memorial Day Weekend and the surrounding weekends. No longer is the weekend sacred for the NCAA championships. Parents (and kids) now have conflicting events such as youth league season-ending tournaments, high school tournament games and summer tournament schedules that compete with their desire to attend the championships. This factor is underrated but has become significant in recent years.

Technology also has grown to be both an asset and obstacle in maximizing attendance. Fans now have the option to watch the games on television, computer, tablets and phones, thus providing reasons for not attending the games. The NCAA must consider relaxing its policies to allow more access to television broadcasts and replays to fans attending the championship. Most NFL venues now have the capability of enhancing the in-game entertainment thru both WiFi access and large HD video boards, which should provide the NCAA a value proposition to build on when promoting the event. In regards to video access, the NCAA should allow fans to see television replays and other video up-to-now only available via ESPN. In fact, during the past few championships some fans sitting in their seats have watched the games on the phones so that they could watch the broadcasts, including the replays not shown in the stadium, via WatchESPN.

The in-game entertainment programming must embrace kids thru social media. No longer is it exciting to involve simple PA announcements and video spots during games. We must give kids the opportunity to engage via social media in a way that those at home cannot. Further, the NCAA should consider providing fans behind-the- scenes video content not available via ESPN, possibly including interviews with players as they enter and depart the locker room at halftime. Perhaps the NCAA could create its own in-game announce crew that would provide game strategies and interviews throughout the game via the venue?s video boards, again that would not be available to those not in attendance.
Finally, NFL venues are investing tremendous resources to upgrade digital technology that should provide the NCAA the opportunity to increase the "wow" factor.

Ticket prices have almost doubled in eight years. The all-session ticket price of $60 in 2006 has risen to $110 in 2013. The championship always has been promoted as a great family event; unfortunately, with the increase in ticket prices and the negative impact of the economy on families, fewer fans are enjoying the greatest NCAA family- oriented championship.

The NCAA should take the position that selling 1,000 tickets at $10 is better than 500 tickets at $20. Understanding that the host venue and host institution would need to work hard to attract the incremental fan base, it would be important to promote the event as a "can't miss" family weekend.

While fans are staying home, the television ratings do not indicate they are watching the semifinals and championship on ESPN. In fact, ratings also have been going down in recent years. It is interesting to note that the semifinals and final ratings have decreased during the period when ESPN has increased its regular-season broadcast schedule and also airs all games of the NCAA championship. We may be witnessing the negative result of having too much television. No longer is the championship special as fans can watch games throughout the season.

One thing that is certain in college athletics is that television coverage is not going to be reduced. In fact, there are many more options to view games now with new avenues certain for the future. Therefore, we will need to address attendance issues with the knowledge that future championships will be available to fans via television, computers, phones, tablets etc.

Recommendations

1. Reduce the hosts? financial guarantee for the championship, thus providing the hosts the opportunity to establish lower ticket prices. The NCAA should take the position that selling 1,000 tickets at $10 is better than 500 tickets at $20. Understanding that the NCAA, the host venue and host institution would need to work together to attract the incremental fan base, it would be important to promote the event as a "can't miss" family weekend.

2. Establish college-student ticket prices. The NCAA should consider allowing host institutions to create college-student ticket prices that would be valid on event day with a college ID.

3. Create site specific logos. The championship logo must be a destination-based design to help promote the ?can?t miss? impression. The generic event logo the NCAA created in 2009 does not help sell the event on a continuous basis.

4. Create an in-stadium announce crew to provide live, in-game analysis and interviews that would be shown on the stadium video boards. Live interviews of coaches before the game, halftime. Analysis during timeouts and between quarters. Interviews with non-playing coaches who could provide insight as to strategies each team may try to utilize. Create content similar to what fans watching on television are seeing at home.

5. The NCAA should continue to provide resources to host institutions to create an in-depth grass roots promotional program. Lacrosse is a niche sport. As much as we celebrate the growth of lacrosse, it still is very small compared with other sports. The local and regional grass roots program is extremely important to successfully selling tickets for the championship.

The challenge of attracting new fans for the championships is a serious one. Even more challenging is convincing fans who no longer attend the event to return. Understanding that most fans live within a drive of the championship site, it is extremely important for the host institutions to establish a grass roots marketing effort that promotes the values of attending the championship. The NCAA then must create a ?WOW? experience for fans of all ages using the technology, surrounding facilities and stadium resources so that fans become the greatest sales force for future championships.

The IMLCA appreciates this opportunity to submit this white paper to the NCAA men?s lacrosse committees and looks forward to continued involvement as we collaboratively identify avenues to enhance the championships.

Sinai group says it was target of Israeli drone

CAIRO (AP) ? An al-Qaida-linked group active in the Sinai Peninsula said Saturday that its fighters were the target of a reported Israeli drone strike into Egyptian territory, a rare operation that could indicate increased Egyptian-Israeli security cooperation against militants in the lawless border zone.

Ansar Beit al-Maqdis, in a statement posted on a militant website, said that a drone that crossed into Egyptian airspace killed four fighters as they were preparing a cross-border rocket strike into Israel. It said the dead were from Egyptian Sinai tribes and that the rocket squad's leader escaped.

Egyptian security officials, speaking anonymously on Friday, said that a drone firing from the Israeli side of the border had killed five suspected militants.

The conflicting accounts could not be reconciled. Both said the site of the strike was about five kilometers (three miles) inside Egypt.

Israel has maintained official silence about the strike, suggesting that if the Jewish state was involved, it might be trying to avoid embarrassing the Egyptian military. An Egyptian military spokesman later denied the report but did not provide another cause for the explosion.

The strike could signal a significant new level of security cooperation between Egypt and Israel following the military coup that ousted Egypt's president, Mohammed Morsi, last month. The military has alleged that Morsi and his Muslim Brotherhood movement had turned a blind eye to Islamic militants in the Sinai.

The militant statement said that there was Egyptian air activity in the area but after the Egyptian aircraft withdrew, the Israeli drone attacked. A tribal leader in the area said that an Egyptian helicopter flew over the site a few minutes after the drone strike.

The Egyptian security officials said the Israeli attack was launched in cooperation with Egyptian authorities, despite Cairo's past insistence that the government would not allow anyone else to use its territories to launch attacks against jihadi groups.

Egypt's military and security forces have long been engaged in a battle against Islamic militants in the northern half of the peninsula. Militants and tribesmen also have been engaged in smuggling and other criminal activity in the area for years.

Militants have also fired rockets into Israel and staged other cross-border attacks on previous occasions.

Jamie Dupree's Washington Insider: Working out the Obama health law details

With less than eight weeks until open enrollment officially begins for those who need to purchase health insurance through the state exchanges, the coming weeks and months will provide us with a front row seat into how ready the Obama Administration really is for the implementation of the President's signature health law.

The lay of the land politically isn't difficult to predict: Republicans will seize on any story or report where the law is falling short, while Democrats will emphasize the positives.

The latest piece of information for us to chew on is all about data, as in your health information and personal data that will be entered into a giant "Data Services Hub" run by the Centers for Medicare and Medicaid Services (CMS).

A report from the Inspector General in the Health and Human Services Department found issues with the IT security controls that will be deployed to protect the information in that hub, and whether or not they will be ready on October 1.

While the report found that CMS "is addressing and testing security controls," questions were raised about the fact that "several critical tasks remain to be completed in a short period of time."

For example, the final security authorization for the Data Services Hub is now expected on September 30 - that would be the day before enrollment begins under the Obama health law.

"If there are additional delays in completing the security authorization package, the CMS CIO may not have a full assessment of system risks and security controls needed for the security authorization decision by the initial opening enrollment period expected to begin on October 1, 2013," the report stated.

Republicans in the House said the report showed that assurances that the health law implementation is on track, just aren't so.

"Add this to a growing list of concerns about the ability of the administration to implement this law in a timely and responsible manner," said a release from GOP members of the House Energy and Commerce Committee.

In reading the report, it becomes clear just how much of a information technology headache it likely will be to secure all of the health data involved, making sure it is transmitted securely to the feds and placed in the Hub, and then protected there.

Among the alphabet soup of abbreviations in the report, the ICD (Interface Control Documents), ISA's (Interconnection Security Agreements), SSP (system security plan) and SCA (security control assessment).

Feds leave some questions about health reform and Congress

On Wednesday, what amounts to the human resources office of the federal government, the Office of Personnel Management, issued a proposed rule on how Congressional staff would be treated under the Obama health reform law.

Remember, part of the law said lawmakers and their staffs must get their insurance through the exchanges, even though the exchanges are meant for people who do not have insurance benefits provided by their employer.

To my reading, the new rule doesn't seem to cover all Congressional staff - committee staffers might fall between the cracks, for example - as instead it focuses on those who work for "the official office of a Member of Congress."

The rule also allows a lawmakers "the responsibility for the determination as to whether an employed individual meets the statutory definition."

That could raise some interesting issues, as there are workers who receive their pay from different sources, drawing some salary from a lawmaker's personal office, and some from a committee on which that Member also serves.

Today on The Gottman Relationship Blog, we confess we are having difficulty sleeping at night. It?s August, it's hot in Seattle, most of us are not fortunate enough to have air conditioning, and we just saw this in the news:?
According to a recent article on PsyBlog, a newly released research study by Amie Gordon and Serena Chen of UC Berkeley, "The Role of Sleep in Interpersonal Conflict: Do Sleepless Nights Mean More Fights?" indicates that a restless night is associated with greater relationship conflict the following day. Although this may not be a surprise, the specific results are worth noting:
This research examined the impact of a basic biological process - namely, sleep - on relationship conflict, specifically testing whether poor sleep influences the degree, nature, and resolution of conflict. In Study 1, a 14-day daily experience study, participants reported more conflict in their romantic relationships following poor nights of sleep. In Study 2, we brought couples into the laboratory to assess the dyadic effects of sleep on the nature and resolution of conflict. One partner?s poor sleep was associated with a lower ratio of positive to negative affect (self-reported and observed), as well as decreased empathic accuracy for both partners during a conflict conversation. Conflict resolution occurred most when both partners were well rested. Effects were not explained by stress, anxiety, depression, lack of relationship satisfaction, or by partners being the source of poor sleep. Overall, these findings highlight a key factor that may breed conflict, thereby putting relationships at risk.

78 couples were tracked over a two-week period. Each day the couples made notes about their sleep quality and any arguments they'd had with their partners. The results showed that even for those who were good sleepers, just a single night's poor sleep was associated with increased relationship conflict the next day. These findings were not affected by one partner being the source of the poor sleep, or overall relationship satisfaction, depression, stress or anxiety. Only one partner in the couple had to have a bad night's sleep and their relationship suffered the next day. Four processes caused by the poor sleep are to blame:

1. Less empathy. The worse couples slept, the less empathy they showed towards their partners. And it worked both ways: after a bad night's sleep, not only did they find it difficult to judge their partner's emotions, it was difficult for their partner to read them in turn.

2. More negativity. There will always be bad feelings at some stage in a relationship; but to be a good relationship overall, these should be massively outweighed by the good feelings. When partners slept poorly, this ratio went in the wrong direction towards more negative feelings.?

3. Conflict resolution problems. When tired, couples found it harder to resolve their differences.?

4. Selfishness. Poor sleep can induce more selfish feelings in partners and they feel less able to appreciate and feel gratitude towards the other.

Make sure that you give yourself time to unwind before you turn out the lights. Get into the habit of turning the lights down and reading a book or cuddling up with your partner. San Diego Mayor starts 2-week therapy

SAN DIEGO - Therapists say admitting one has a problem is the first step toward recovery. For San Diego Mayor Bob Filner that could be tricky.

The first-term mayor and former congressman starts two weeks of intensive therapy Monday while facing a sexual harassment lawsuit and calls for his resignation amid a flurry of allegations that he groped women for years.

Even as he undergoes treatment, Filner is set to be grilled by lawyers under oath this week in a lawsuit brought by his former communications director that claims he asked her to work without panties, told her he wanted to see her naked and dragged her around in a headlock while whispering in her ear.

Neither Filner nor his office has released details about his therapy or its location. Filner is picking up the tab for the treatment.

Filner's accusers, his one-time supporters and voters have expressed skepticism that any two-week program is an appropriate remedy for what Filner himself has described as years of inappropriate behavior toward women. Longtime therapists also questioned how much progress could be made.

"It is pie-in-the-sky to think that in two weeks anyone could be a new man," said Helen Friedman, a St. Louis psychologist who has treated compulsive sexual behavior for 30 years, though she said it was a good start.

Success will depend on how far the 70-year-old Filner goes in acknowledging his problems, experts said.

"Typically in the first few sessions you have to find someone you really trust," said Lilli Friedland, a Beverly Hills psychologist who advises business executives on sexual harassment. "`Can I open up with all my dirty laundry, and is this person expert enough?' It takes a number of sessions and visits to establish that trust."

Some voters wondered whether the therapy stint was simply an effort to buy time amid extraordinary pressure to resign.

"He needs to save face," said Christina Imhoof, 72, who voted for Filner in November but then quit the Democratic Party over the allegations. She said she suspects Filner will return after the time-out and say his therapist has encouraged him to resign for medical reasons.

Filner announced his plans on July 26 to enter a behavioral counseling clinic to "begin the process of addressing my behavior." He called it the first step in a continuing program that would involve ongoing counseling.

"I must become a better person ... I must demonstrate that my behavior has changed," Filner said then, while offering apologies and an acknowledgement that his "failure to respect women, and the intimidating contact, is inexcusable."

The mayor's office did not respond to interview requests.

Nine women, including a university dean and a retired Navy rear admiral, have gone public in the past month with accusations that Filner cornered them and made unwanted sexual advances that included groping and slobbering kisses. At least five renewed their calls for Filner to resign after he pledged to begin therapy.

"It is highly doubtful that two weeks of therapy will correct for decades of reprehensible behavior," said Laura Fink, who alleges that Filner patted her buttocks at a 2005 fundraiser when she was deputy campaign manager to the then-congressman.

One accuser, former Filner communications director Irene McCormack Jackson, has filed a harassment lawsuit against him. Her lawyer, Filner's attorney and city lawyers will depose him Friday.

Filner, the city's first Democratic leader in 20 years, will keep full powers while in therapy and said he would be briefed twice-daily on city business. Filner also has delegated significant authority, including the ability to sign contracts, to an interim chief operating officer, Walt Ekard, a former county administrator.

The mayor's absence comes during a summer lull, with the City Council on August recess. Nevertheless Filner's Republican predecessor, Jerry Sanders, said his absence occurs when the mayor's office normally "would get caught up, do a lot of policy work and make sure things got in order."

Sanders, who now leads the San Diego Regional Chamber of Commerce, believes the scandal is affecting day-to-day business. He said department directors are hesitant to make decisions, that money has not been released for the city's tourism marketing district, and investors are reluctant to start projects.

"We are hearing companies saying: `Why would we move to San Diego? With this going on the city is the absolute object of ridicule around the country,"' Sanders said.

Experts who spoke generally about treatment approaches and not specifically about Filner said patients being treated for addictive or compulsive sexual behavior typically get a medical examination to rule out chemical imbalances or other physical ailments.

Therapists would try to build trust so the patient is comfortable sharing personal information and try to determine if the person is in denial.

Once a problem is acknowledged, doctors try to identify what triggers the behavior so patients can develop a coping

mechanism, build a support network and find other ways to control it. Long-term treatment may involve weekly group or individual therapy.

Friedman said any such recovery requires hard work over a lifetime.

"People feel after an inpatient stay that they have things under control," she said. "However, when they are back in their usual environment, they're confronted with the same triggers that got them into treatment."

(AP) ? Inbee Park caught the bad end of the draw at St. Andrews, made worse by not having her best golf.

Before she can think about a chance to make history as the first golfer to win four professional majors in the same season, Park faced a more immediate concern Friday afternoon in the Women's British Open ? how to make up an eight-shot deficit against Na Yeon Choi.

"I'm so far back," Park said after a birdie on the final hole to salvage a 1-over 73. "We need some tough conditions."

The last time there was talk about a Grand Slam in this area of Scotland was 11 years ago, across the Firth of Forth at Muirfield, where Tiger Woods was going for the third leg of the slam. A nasty storm that arrived without warning blew him off course to an 81 in the third round and that was the end of it.

This wind at St. Andrews was the strongest of the week, though nothing out of the ordinary.

Choi played four groups behind Park and turned in a command performance, making six birdies for a 5-under 67 that gave her a one-shot lead over Miki Saiki of Japan going into the weekend. Saiki set the Old Course record for the Women's British Open with a 66 in the morning, where the only nuisance was a few bursts of showers.

Choi's 67 was 8.4 shots better than the average score of those who played in the afternoon, and one of only three rounds in the 60s. Conditions were so demanding that when Choi was asked to give details of her six birdies, the South Korean couldn't recall much further back than the 17th hole.

"Five hours out there, this kind of weather, it's hard to remember," she said.

It's a round Park would like to forget, one that will make her quest even more difficult to add to her trio of majors this year.

"A little bit of everything wasn't working well out there today," Park said. "I don't feel like I played horrible today. A little bit unlucky with the draw, not playing in the morning when it's lovely. But that's the way it is."

Her problems started on the opening hole, when her approach over the Swilcan Burn rode the wind and bounced beyond the green some 50 feet from the flag. Her chip only got halfway there, and she two-putted for bogey.

Park was never under par at any point in her round. A birdie on the sixth was offset by a three-putt bogey on the 10th. A birdie on the 12th was followed by a bogey on the 13th, in part due to a bad break. On the toughest driving hole on the back nine, Park hit her best tee shot ? only for it to roll into a sand-filled divot. Her approach came up just short of the green, and she hit putter down the slope and 10 feet past the cup.

Her approach to the 17th ran up the left side of the Road Hole Bunker and left her about 60 feet, and she hit another poor lag ? short and 8 feet to the right ? leading to her second three-putt of the round, and fourth of the tournament.

At least she still had 36 holes ? and plenty of hope ? remaining to get back in the race. It was tough for everyone in the afternoon ? except for Choi, who had a score that looked as if she were on the New Course ? and Park isn't ruling herself out.

Neither is anyone else.

"The tough, gritty players can win this," Stacy Lewis said after a hard-fought 72 left her five shots behind. "Anybody under par is not out of this."

Morgan Pressel took another step toward locking up a spot on the Solheim Cup team with a 70 in the morning, leaving her two shots out of the lead. She now can think squarely about the Women's British Open, and perhaps adding a second major to the Kraft Nabisco Championship she won in 2007 as an 18-year-old.

Nicole Castrale, also making a last-ditch effort to make the Solheim Cup team, shot 34 on the tough back nine for a 70 and was in the group at 7-under 137 that included Jee Young Lee and Suzann Pettersen.

Choi is a former U.S. Women's Open champion, so she has proved she can handle difficult conditions. What helped was having her entire team with her this week ? notably her Irish coach, Robin Symes, and his friend, who is working as a caddie. Her game management coaches, Pia Nilsson and Lynn Marriott, also are at St. Andrews.

She had to handle the blustery wind by herself.

"I had a daily goal, so I just tried to stick with the goal," Choi said. "It could be like par is 74 or 75 today. But I didn't care ? par 3, par 4, par 5, doesn't matter to me. I just try to play one shot at a time, and I think that's why I had great results."

Even as the second round was finishing, it was clear this was a special round.

Birdies were mainly available on the outward nine, and it was all about hanging on from the 12th through the 17th holes. Choi hit a 3-hybrid off the tee on the 16th and a 3-wood into the green, and she hit driver and 3-wood to finish just short of the 17th green in two. From about 45 yards, she putted the ball to 3 feet for a tough par.

Park spoke about having nerves before she teed off Thursday. She conceded after the second round she felt the pressure of this historic chance when she first arrived at St. Andrews. She didn't see it as a burden, but an opportunity, saying that no matter what happens this week, it would teach her to handle any situation the rest of her career.

"When you experience something big like this, some kind of big pressure like this, you're just really not afraid of any kind of pressure," Park said. "How can it get bigger than this? Anything is going to be less than this."

After making birdie on the 18th, she did an interview with ESPN and then Golf Channel. After that, she stopped for a group of Korean TV reporters, who shouted instructions on where she should stand and to the two employees holding microphones. When she spoke to 10 reporters afterward, someone asked if she imagined having so much media gathered around her to ask so many questions.

"Well, this is pretty much the only week I'm going to get that much, so I should enjoy this moment," Park said.

Tampa Bay stocks reflect local jobs numbers (Video)

The 15 largest public companies in the Tampa Bay area had very little movement upward Friday following the national July jobs report.

The report showed that the U.S. added more than 160,000 jobs and unemployment dropped to 7.4 percent.

Locally, the picture looks a little different, with hiring down 2.4 percent in July, which was reflected in the local stock performance Friday.

Bloomin? Brands (NASDAQ: BLMN) , perhaps still riding the momentum it picked up yesterday following its second quarter results, had the largest gain of 0.44 percent.

Columbia Pictures has tapped?Susannah Grant?to adapt the YA?sci-fi?novel?The?5th?Wave.

Grant,?who was nominated for an Oscar for her?Erin?Brockovich?screenplay and is one of the studio's go-to script doctors for high-profile projects, will tackle?Rick?Yancey's?first installment in a planned trilogy. The book, which was published May 7, has drawn comparisons to?The Hunger Games because of its themes of teen romance set against the backdrop of a future in peril.

The story follows a 16-year-old heroine who survives an alien invasion only to search for her brother, who might have been abducted by human-looking extraterrestrials. The girl is helped by a boy who also might be an alien in disguise.

The book has generated a great deal of hype in the run-up to its publication. Tobey?Maguire's Material Pictures and?GK?Films are producing the movie.

Andrea?Giannetti?and?Hannah?Minghella?are shepherding the project for the studio.

Grant has adapted several books for the screen including?The Soloist,?Charlotte's Web?and?In Her Shoes. She also penned a draft of Fox 2000's untitled Beach Boys project, which the specialty label is developing. Her TV credits include CBS'?A Gifted Man?and Fox's long-running hit?Party of Five.

Florida job cuts decline in July, health care sector hurting

Florida job cuts decreased in July.

Florida ranked fourth in job cuts in the South in July, but still has the highest amount of layoffs this year, according to data from outplacement firm Challenger, Gray & Christmas.

Employers in the Sunshine State announced 785 cuts in July, down from 2,260 cuts in June. A total of 13,651 layoffs have been announced in the state this year. Tennessee, South Carolina and Louisiana had higher amounts of job cuts last month, according to the data.

The job cut figures are based on public layoff announcements, such as Worker Adjustment and Retraining Notification (WARN) notices filed with the state of Florida.

In July, there were no planned layoffs in Northeast Florida.

Nationwide, planned job cuts declined slightly in July, as employers announced workforce reductions totaling 37,701 during the month, down 4.2 percent from 39,372 planned layoffs in June. While the job cuts were declining last month, the pacing was still 2.3 percent higher than a year ago, when 36,855 planned job cuts were recorded.

Employers have now announced 296,633 job cuts since January 1, which is 7.3 percent fewer than the 319,946 job cuts announced in the first seven months of 2012. At the current pace of downsizing, which is averaging 42,376 job cuts per month, 2013 will come in below the 2012 year-end total of 523,362, which was the lowest annual total since 1997 (434,350).

July workforce reductions were led by the health care sector, which announced 6,843 planned job cuts. That represents the highest number of cuts for this sector since 9,558 health care job cuts were recorded in November 2009. Health care organizations have now cut 29,794 jobs this year, 59 percent more than the 18,770 planned job cuts announced by this point in 2012.

The Obama administration on Wednesday released previously secret reports and a court order that together broadly describe the legal basis for requiring US phone companies to provide the National Security Agency with the call records of Americans going back five years.

The document revelations come at a tipping point, as a growing number of lawmakers in Congress express displeasure over the scope of the NSA?s two big surveillance programs. One gathers Internet data on foreigners, but it?s the other program ? collecting phone-call data on Americans as well as foreigners ? that is the focal point of unhappiness.

In an apparent bid to improve transparency ? and perhaps assuage lawmaker discontent ? the Office of the Director of National Intelligence unveiled three secret documents in time for Wednesday?s Senate Judiciary Committee hearing on privacy rights, national security, and oversight of Foreign Intelligence Surveillance Act (FISA) activities.

The heavily redacted documents included 2009 and 2011 reports, each five pages long with a two-page cover letter, to the House and Senate intelligence and judiciary committees.

?Under the program based on Section 215 [of the Patriot Act], NSA is authorized to collect from telecommunications service providers certain business records that contain information about communications between two telephone numbers, such as the date, time, and duration of a call,? the 2009 document says.

?There is no collection of the content of any telephone call under this program,? it adds, ?and under longstanding Supreme Court precedent the information collected is not protected by the Fourth Amendment.?

In another document ? an April 25, 2013, Foreign Intelligence Surveillance Court order ? an unnamed phone company is required to hand over to the NSA ?telephony metadata? for ?communications (i) between the United States and abroad; or (ii) wholly within the United States, including local telephone calls.?

That document ? in which the phone company name is blacked out ? is the primary court order, which undergirds a more detailed secondary order that was leaked to the news media in June by Edward Snowden, who worked for the NSA.

The unnamed phone company in the just-released document was a Verizon subsidiary, The Washington Post reported, citing anonymous sources. The secondary document, leaked by Mr. Snowden, also requires a Verizon subsidiary to hand over all customers phone logs for a three-month period, an order that has been continually renewed.
